The General Office of the Ministry of Ecology and Environment has issued the 2026 Quota Total Setting and Allocation Plan for Ozone-Depleting Substances and Hydrofluorocarbons.

Notice on the Quantification and Allocation Plan
To all relevant units:
To protect the ozone layer and actively address climate change, in order to fulfill the obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer and its Kigali Amendment, and to achieve the 2026 compliance targets for ozone-depleting substances and hydrofluorocarbons, in accordance with the Regulations on the Administration of Ozone-Depleting Substances, our Ministry has prepared the “2026 Quota Total Setting and Allocation Plan for Ozone-Depleting Substances” and the “2026 Quota Total Setting and Allocation Plan for Hydrofluorocarbons.” These documents are hereby circulated to you. Please, in accordance with the procedures for the licensing of production, use, import and export quotas, as well as the approval processes for imports and exports of ozone-depleting substances, organize and complete, by October 31, 2025, the application process for the 2026 production quotas, domestic‑use production quotas, and consumption quotas for ozone‑depleting substances, as well as the production quotas, domestic‑use production quotas, and import quotas for hydrofluorocarbons.
